Appointment of a Commissioner of the Refugee Camps in Canada

An Order in Council nominates Colonel Fordham, a lawyer from Niagara Falls, himself a prisoner of war during the First World War, to the position of Commissioner of Refugee Camps. The jurisdiction of the three remaining internment camps is moved from the Defence Department to the Secretary of State, but the military refuses to give over control of the camps.
